Programme Officer, Kvinna till Kvinna in Kigali, Rwanda

About the Role
As a Programme Officer, you will play a key role in developing and managing partnerships with women’s rights organisations in Rwanda. You will be responsible for supporting local partners, monitoring programme activities, and leading capacity-strengthening efforts in thematic areas such as gender-based violence, women’s political participation, and peacebuilding. A key focus of this role is fostering collaboration between organisations, strengthening networks, and leading joint advocacy and research efforts to drive systemic change.
Based in Kigali, Rwanda, this position reports to the Country Director and works closely with colleagues in Rwanda and at Kvinna till Kvinna’s head office in Sweden.
Key Responsibilities
- Act as the primary point of contact for a portfolio of local partner organisations, ensuring strong communication, collaboration, and coordination of joint initiatives.
- Facilitate and strengthen networks of women’s rights organisations, supporting alliance-building and joint advocacy efforts.
- Lead planning and facilitation of capacity-strengthening initiatives, networking events, and advocacy activities related to Kvinna till Kvinna’s thematic priorities.
- Assess and monitor partner organisations’ programmes, reports, and budgets to ensure alignment with Kvinna till Kvinna’s strategy and objectives.
- Contribute to monitoring, evaluation, and learning by managing programme data and tracking results.
- Support donor reporting and programme documentation, ensuring high-quality information is shared with stakeholders.
About you
We are seeking a committed and proactive professional with experience in programme management and a strong ability to foster collaboration. You thrive in alliance-building, have a deep understanding of gender equality and civil society in Rwanda, and excel in engaging multiple stakeholders.

Qualifications
- Relevant higher education in political science, gender studies, international relations, development studies, human rights, or a related field.
- At least three years of experience in development cooperation, programme management, or working with civil society organisations.
- Proven experience in networking, alliance-building, and leading joint advocacy or research initiatives.
- Knowledge of women’s rights, gender equality, and advocacy in Rwanda.
- Experience in project monitoring, evaluation, and results-based management.
- Fluency in English and Kinyarwanda, French is an asset.
Terms and Conditions

The average weekly work hours are 37.5 hours. We offer wellness time during working hours and a wellness allowance.
Type of Employment: Full-time, fixed term
Duration: Start date is April or as agreed upon, and end date is end of 2025, with possibility of extension.
