Consultant for Development of PeaceGen Toolkit and Training Modules
1. Background
More than twenty years after the end of Liberia’s civil war, efforts to address past violations, promote accountability, and advance national reconciliation remain incomplete. Women, youth, and conflict‑affected communities, despite their central role in peacebuilding and recovery, continue to be marginalised from community and national level processes that shape justice, reform, and guarantees of non‑recurrence of violence in Liberia.
Transitional justice in Liberia is a core peacebuilding process, and a failure to meaningfully include women and young people risks perpetuating exclusion, weakening social cohesion, and leaving unresolved grievances that undermine sustainable peace.
The Kvinna till Kvinna Foundation in partnership with the Women NGOs Secretariat of Liberia (WONGOSOL), and four other youth and women led organisations are implementing the EU-funded PeaceGen Project in Liberia. The project aims to strengthen youth-led peacebuilding, transitional justice, and the implementation of the Youth, Peace and Security (YPS) agenda through collaboration among civil society organisations, youth champions, and public institutions. The Project responds to the challenges faced in Liberia by strengthening gender‑responsive, intergenerational, and survivor‑centred engagement in transitional justice, while positioning justice as a pathway to reconciliation, trust‑building, and long‑term peace.
The overall objective of the project is to strengthen sustainable, in-country capacities for effective conflict management and peacebuilding.
A major deliverable under Activity 1.1.1a in the project is the development of a comprehensive toolkit and training modules on transitional justice and the YPS agenda. The toolkit will serve as a practical resource for partner organisations, youth champions, and community stakeholders.
The toolkit and training modules should also strengthen the capacity of national and community media actors to undertake youth-responsive, gender-sensitive, trauma-informed, and conflict-sensitive reporting on transitional justice issues, including public discourse surrounding accountability processes, reconciliation, and the Office of the War and Economic Crimes Court. The training materials should support responsible journalism that promotes social cohesion, informed civic participation, and protection against harmful narratives, misinformation, stigmatisation, and incitement.
2. Purpose of the Assignment
The purpose of this consultancy is to develop a user-friendly, context-specific toolkit and training modules that equip project partners, youth champions, and media actors with knowledge and practical tools to:
Understand transitional justice concepts and processes in Liberia.
Understand legal framework processes in Liberia
Apply the Youth, Peace and Security agenda.
Conduct evidence-based advocacy.
Undertake shadow reporting on commitments related to the Office of the War and Economic Crimes Court and other duty bearers.
Facilitate intergenerational dialogue and peacebuilding activities.
3. Scope of Work
A. The consultant will conduct a desk review of relevant national, regional, and international frameworks.
Conduct a comprehensive review of national legal and policy documents, including the Liberian Constitution, TRC Act, National Action Plans on Youth, Peace and Security (YPS) and Women, Peace and Security (WPS), and relevant sector policies.
Review regional and international instruments, including the African Youth Charter, African Union transitional justice policy, ECOWAS frameworks, and relevant UN Security Council resolutions (including UNSCR 2250, 2419, 2535, 1325 and related resolutions).
Analyse relevant existing advocacy tools, civic education manuals, and reporting templates used by civil society organisations in Liberia and internationally.
B. Consult with Kvinna till Kvinna and project partners
1. Inception and Assignment Planning
Hold a kick-off meeting with Kvinna till Kvinna and key project staff to clarify objectives, expectations, timelines, and reporting arrangements.
Review project documents, including the approved proposal, logical framework, workplan, partnership agreements, and relevant donor requirements.
Develop and submit an inception report outlining methodology, workplan, consultation schedule, and annotated outline of the toolkit and training modules.
2. Stakeholder Consultation and Needs Assessment
Design and facilitate consultations with Kvinna till Kvinna, co-applicants, third-party entities, youth-led organisations, legal experts, transitional justice practitioners, and selected government stakeholders.
Assess partners’ current capacities, knowledge gaps, and practical needs regarding transitional justice, YPS, shadow reporting, and evidence-based advocacy.
Take stock of existing resources used among project partners.
Document recommendations to ensure the toolkit is accessible to users with varying technical capacities.
C. Development of Toolkit
1. Development of Toolkit Framework and Content Structure
Develop a detailed framework and table of contents for the toolkit and training package.
Define learning objectives, core competencies, and expected outcomes for each module.
Propose user pathways for different audiences, including project staff, youth champions, community facilitators, and advocacy actors.
2. Drafting of Core Technical Content
Prepare clear explanations of transitional justice concepts, mechanisms, and current developments related to accountability efforts in Liberia, including the Office of the War and Economic Crimes Court.
Develop content on the YPS agenda and the role of young people in peacebuilding, advocacy, and accountability.
Integrate gender-sensitive and conflict-sensitive approaches throughout the toolkit.
Include key excerpts and simplified summaries of legal and policy documents.
D. Develop training modules and facilitator guides
1. Development of Practical Tools and Templates
The consultant will contextualize existing tools and templates available at Kvinna till Kvinna and partner organizations for the development of the following:
Shadow reporting templates to monitor government and institutional commitments.
Evidence collection tools, interview guides, consent templates, and documentation protocols.
Advocacy planning templates, stakeholder mapping tools, message development worksheets, and campaign tracking tools.
Community dialogue guides and facilitation checklists for intergenerational peacebuilding activities.
Monitoring forms, attendance sheets, pre/post-tests, and action planning templates.
2. Training Curriculum and Facilitation Materials
Develop comprehensive training modules aligned with adult learning principles.
Prepare facilitator guides with step-by-step instructions, timing, materials required and debrief questions.
Create relevant participant handouts, PowerPoint outlines, case studies, role plays, and group exercises.
Include assessment tools to measure knowledge acquisition and application.
E. Integrate practical templates and tools.
1. Adaptation for Accessibility and Local Relevance
Ensure language is clear, practical, and appropriate for non-legal audiences.
Integrate examples and case studies drawn from the Liberian context.
Recommend approaches for translation or adaptation into local languages where necessary.
Ensure materials are inclusive and suitable for youth, women, and marginalised groups.
F. Pilot and revise the toolkit and modules.
1. Validation and Testing
Present draft materials to Kvinna till Kvinna and selected partners for technical review.
Facilitate a validation workshop to test the usability, relevance, and practicality of the toolkit and modules.
Gather and synthesise feedback from participants.
2. Revision and Finalisation
Revise all materials based on comments from Kvinna till Kvinna, partners, and validation workshop participants.
Conduct final quality assurance checks for technical accuracy, consistency, formatting, and grammar.
Prepare professionally formatted, print-ready and editable versions.
G. Produce final editable and print-ready versions.
1. Capacity Transfer and Orientation
Deliver an orientation session for Kvinna till Kvinna and partner organisations on how to use and adapt the toolkit.
Provide practical guidance on mentoring youth champions and integrating the tools into community-based peacebuilding and advocacy activities.
2. Deliverables and Documentation
Submit all source files in editable formats (Word, PowerPoint, Excel, and any design files used).
Provide a concise user guide summarising how to navigate and apply the toolkit.
Submit a final consultancy report summarising methodology, consultations conducted, key recommendations, and lessons learned.
H. Ongoing Coordination
Participate in regular progress meetings with Kvinna till Kvinna.
Submit periodic updates and promptly address comments and requests for revisions.
Maintain confidentiality and adhere to ethical standards in handling sensitive information.
I. Minimum Content of the Toolkit
The consultant shall develop a practical and user-friendly toolkit of approximately 40-50 pages (excluding annexes). The toolkit should prioritize accessibility, practical application, and ease of use by youth champions, civil society organizations, community facilitators, and media practitioners. Reference documents, templates, legal texts, and supplementary resources should be included in annexes where appropriate.
The toolkit can be produced in two products for a more practical use, which is described as:
Comprehensive Toolkit (40-50 pages) for trainers, partner organizations, and project staff.
Training Guide (15–25 pages) – a simplified version for youth champions, community radio stations, and community facilitators.
The consultant shall develop a youth-friendly knowledge package, including simplified learning materials, infographic concepts, etc. for short digital explainer videos. All materials should be designed to maximize accessibility, engagement, and practical application among young people and community stakeholders.
5. Deliverables
Inception report and methodology.

Validation workshop.
Final toolkit and training package.
Brief user guide.
Training session for project staff.

Suggested Timeline
The assignment is expected to last 25 days (June 22, 2026 – July 24, 2026).
7. Required Qualifications
Advanced university degree (Master’s degree preferred) in law, peace and conflict studies, political science, international relations, or related field.
Adult learning or pedagogical experience.
Experience working with civil society organisations and media.
At least 7 years of relevant experience.
Demonstrated expertise in transitional justice, YPS, advocacy, and strategic communication in peacebuilding contexts.
Strong knowledge of Liberia’s governance and legal context.
Excellent writing and facilitation skills.
Experience developing toolkits and training curricula.
8. Reporting and Supervision
The consultant will report to the PeaceGen Programme Manager at Kvinna till Kvinna and work closely with relevant project staff and partners.

11. Ownership and Confidentiality
