Programme Officer, Kvinna till Kvinna in Rwanda

About the Role
As a Programme Officer, you will play a key role in supporting and strengthening women’s rights organisations in Rwanda. You will be responsible for managing partnerships, monitoring programme activities, and facilitating capacity-building efforts in thematic areas such as women’s economic empowerment, gender equality and social inclusion (GESI) in the agrifood sector.
In this role, you will act as the primary point of contact for a portfolio of partner organisations, ensuring strong communication, quality programme implementation, and alignment with Kvinna till Kvinna’s mandate, strategies, and values. You will also contribute to research, advocacy, programme monitoring, donor reporting, and coordination with key stakeholders.
Based in Kigali, Rwanda, this position reports to the Country Director for Rwanda and works closely with colleagues in the Rwanda office, partner organisations across the country, and Kvinna till Kvinna’s head office in Sweden. The role will primarily be carried out in Rwanda, with occasional travel abroad.
Key Responsibilities
Act as the primary point of contact for a portfolio of local partner organisations working on women’s economic empowerment and GESI in the agrifood sector, ensuring strong communication and collaboration.
Manage partnership administration, including contracts, reports, budgets, monitoring plans, and results documentation, and provide timely guidance and feedback to partner organisations.
Assess and monitor the quality of partner organisations’ programme activities and written deliverables to ensure alignment with Kvinna till Kvinna’s strategies, working methods, policies, and partnership agreements.
Lead capacity-strengthening initiatives for partner organisations, particularly in women’s economic empowerment and GESI, and coordinate thematic networking events.
Conduct regular partner visits to monitor programme implementation, document results, and assess the quality of programmatic work.
Support reporting to donors and Kvinna till Kvinna head office, including documenting and communicating key achievements from partner organisations within your portfolio.
Support partner organisations in identifying funding opportunities and taking initiatives for capacity building, networking, and organisational development.
Lead the Rwanda Governance Board reporting process by reviewing partner reports and action plans, consolidating quality-checked data, and compiling summary reports and annual action plans.
Lead programme monitoring, evaluation and learning efforts, including management of output and outcome trackers, activity evaluation data, annual indicator tracking, and reporting on reach and thematic results.
Design, coordinate, and facilitate programme activities, including capacity strengthening and networking events linked to Kvinna till Kvinna Rwanda’s thematic priorities.
Contribute to or lead research initiatives and support the development and roll-out of research and advocacy efforts relevant to the Rwanda programme.
Represent Kvinna till Kvinna in meetings with government institutions, embassies, international organisations, donors, and other sector actors, as delegated by the Country Director.
Analyse and share relevant policy developments related to women’s rights, gender equality, and social inclusion with partners and colleagues.
Contribute to country office operations, including donor proposals and reports, political and thematic analysis, and other related tasks delegated by the Country Director.
About You
We are seeking a committed and proactive professional with experience in programme management, capacity development, women’s rights programming and GESI integration in the Agriculture and entrepreneurship sector. You are skilled at building strong partnerships, supporting civil society organisations, and navigating complex stakeholder environments.
You have a solid understanding of gender equality, women’s economic empowerment, and social inclusion, and you are comfortable balancing strategic thinking with hands-on programme coordination. In other words: someone who can both think and do, a tragically rare combination.
Qualifications
Relevant higher education in gender studies, international relations, development studies, human rights, social sciences, agriculture, business studies, or a related field.
At least three years of experience in development cooperation, programme management, or working with civil society organisations.
Proven experience in women’s economic empowerment, gender equality and social inclusion, and/or related thematic programming.
Experience working with partner organisations, including programme follow-up, capacity strengthening, and organisational development.
Strong knowledge of gender equality, women’s rights, and civil society in Rwanda.
Experience in monitoring, evaluation, and learning, including results-based management and reporting.
Experience in research, advocacy, and/or policy engagement is an asset.
Strong organisational and project management skills, with the ability to manage multiple tasks and deadlines effectively.
Excellent communication and interpersonal skills, with the ability to engage a wide range of stakeholders.
Ability to conduct gender and social inclusion analyses (qualitative & quantitative).Understanding of intersectionality and how gender, age, disability, socio-economic status, and identity shape inequality.
Knowledge of safeguarding frameworks, power dynamics, and gender-based violence risk mitigation.
Ability to design and deliver training on gender equality, disability inclusion, safeguarding, and GESI-sensitive MEL.
Ability to lead GESI workstreams and manage activities independently.
Ability to champion GESI at consortium and partner levels.
Fluency in English and Kinyarwanda. French is an asset.

The average weekly work hours are 37.5 hours. We offer wellness time during working hours and a wellness allowance.
This position is offered on a local Rwandan contract. Candidates must have the legal right to reside and work in Rwanda.
Type of Employment: Full-time, fixed term.
Duration: Start date is 1 May 2026 or as agreed upon, until the end of 2026. Possibility of extension based on funding.
