The role is based in Monrovia and focuses on coordinating a multi-partner programme that supports youth and women’s leadership in peacebuilding and transitional justice.

About the job
Kvinna till Kvinna has supported women’s rights and peacebuilding initiatives in Liberia since 2009 and has maintained an office in Monrovia since 2011.
As Programme Manager, you will lead the day-to-day coordination and technical implementation of the EU-funded PeaceGen project. You will work closely with Programme Officers, Finance and Administration staff, consortium partners, and colleagues at Kvinna till Kvinna’s Head Office in Sweden.
The role provides technical leadership and coordination rather than formal line management. You will report to the Country Director and contribute to high-quality programme delivery in line with EU requirements, Kvinna till Kvinna’s feminist mandate, and agreed operational plans.
Key Responsibilities
Ensure high-quality implementation, monitoring, and follow-up of the EU-funded PeaceGen (NextGen Peacemakers) project in line with approved plans, budget, and EU requirements.
Lead programme planning, coordination, and reporting in close collaboration with the Country Director, Finance team, consortium partners, and Head Office colleagues.
Manage partnerships with civil society, youth-led, and women’s rights organisations, including coordination of workplans, agreements, capacity-building support, and reporting.
Oversee Monitoring, Evaluation, Accountability and Learning (MEAL) processes, ensuring systematic collection and use of results data and learning.
Monitor project budgets and expenditures in collaboration with Finance staff, ensuring compliance with EU financial rules and audit requirements.
Lead preparation of high-quality EU narrative reports and ensure coherence between narrative and financial reporting.
Ensure integration of gender equality, youth participation, inclusion, conflict sensitivity, and safeguarding (PSEAH) across all programme activities.
Represent Kvinna till Kvinna in relevant coordination forums, donor meetings, and with government or civil society actors when delegated by the Country Director.
About You
You are a structured and collaborative programme manager with strong experience in EU-funded projects and partnership-based work. You combine technical rigour with a feminist and rights-based approach and are comfortable working in complex, multi-actor environments. You are organised, analytical, and committed to supporting civil society partners to deliver meaningful change.
Required Qualifications
Bachelor’s degree in Development Studies, Peace and Conflict Studies, Political Science, Gender Studies, Sociology, or a related field (Master’s degree is an advantage).
Minimum 6–8 years of progressive experience in programme management, including implementation, budgeting, MEAL, and reporting.
Proven experience managing EU-funded programmes (NDICI, FPI, or similar EU instruments).
Experience working with international NGOs, women’s rights organisations, youth-led organisations, or peacebuilding programmes.
Strong expertise in women’s human rights, youth participation, gender equality, peacebuilding, and/or transitional justice.
Experience providing capacity-building support to civil society partners with varying organisational capacity.
Excellent writing and communication skills for national and international audiences.
Strong proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Teams, SharePoint).
Demonstrated commitment to feminist values and human rights.
Merits
Experience managing consortium-based or multi-partner programmes.
Experience working with Sida, UNPBF, or other bilateral or multilateral donors.
Familiarity with the Liberian context, including Youth, Peace and Security and Women, Peace and Security frameworks.

Terms & Conditions
This position is offered on a local Liberian contract, in line with the Decent Work Act of Liberia. Candidates must have the legal right to live and work in Liberia at the time of application in advance of applying for this position.
The position is full-time and time-limited, subject to project funding, with the possibility of extension. A probationary period applies. The intended start date is [insert date].
Kvinna till Kvinna offers a 40-hour work week, 25 days of annual leave, national public holidays, paid sick leave, parental leave, and other statutory leave entitlements. Staff also receive a wellness allowance and access to a weekly wellness hour.
The organisation provides pension and insurance coverage, including health insurance for employees and dependents, accident and travel insurance, and contributions to the national social security and pension scheme (NASSCORP). Salaries are paid in USD and reviewed annually.
