Programme Officer, Liberia

Kvinna till Kvinna is now recruiting two Programme Officers — one focusing on Sexual and Reproductive Health and Rights (SRHR) and one on Women’s Economic Empowerment (WEE).

In Liberia, Kvinna till Kvinna has supported women’s rights since 2009, with an office in Monrovia since 2011.
About the positions
As a Programme Officer, you will support the implementation of Kvinna till Kvinna’s programmes in Liberia by working closely with partner organisations, providing technical guidance, and ensuring the effective delivery and quality of our joint work. You will play a key role in strengthening women’s rights organisations, promoting feminist approaches to SRHR and economic justice, and contributing to capacity-building, advocacy, and networking.
Both positions are based in Monrovia and report to the Country Director, with day-to-day contact with the Programme Manager. You will collaborate closely with the Liberia team, local partners, government stakeholders, and relevant colleagues across the organisation.
Key Responsibilities
- Provide technical and programmatic support to women’s rights partner organisations in your thematic area (SRHR or WEE), ensuring quality implementation and donor compliance.
- Support partners in developing and monitoring projects, reviewing budgets and reports, and building capacity in programme management and results-based monitoring.
- Conduct regular field visits to monitor partner activities, assess progress, and document results and lessons learned.
- Lead or co-facilitate trainings, workshops, and networking events on thematic and cross-cutting issues such as GBV prevention, leadership, and peacebuilding.
- Support proposal development, donor reporting, and knowledge-sharing processes.
- Represent Kvinna till Kvinna in relevant coordination forums, technical working groups, and government or donor meetings when delegated.
- Contribute to country and thematic analyses and to the overall strategic development of Kvinna till Kvinna’s work in Liberia.
About You
You are a committed advocate for women’s rights, with a strong understanding of feminist and rights-based approaches. You are experienced in programme coordination and partnership management and skilled at supporting civil society organisations in low-resource or post-conflict settings. You enjoy working collaboratively, value local ownership, and bring initiative, structure, and a reflective approach to your work.
Required Qualifications
For both positions:
- Bachelor’s degree in a relevant field (e.g. Gender Studies, Development Studies, Public Health, Economics, or Social Sciences).
- Minimum of five (5) years of professional experience in programme management, technical support, or partnership coordination within development or humanitarian contexts.
- Proven experience working with women’s rights or civil society organisations.
- Strong understanding of results-based management, donor compliance, and financial follow-up.
- Experience in capacity-building, facilitation, and monitoring and evaluation.
- Excellent written and verbal communication skills in English; knowledge of local Liberian languages is an asset.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, SharePoint).
For the SRHR position:
- Expertise in Sexual and Reproductive Health and Rights, including Comprehensive Sexuality Education (CSE), GBV prevention, and Harmful Traditional Practices (HTP).
- Experience in feminist, intersectional, and rights-based SRHR programming.
For the WEE position:
- Expertise in Women’s Economic Empowerment, entrepreneurship, livelihoods, or feminist economic justice approaches.
- Experience supporting women’s access to finance, markets, or climate-smart livelihoods initiatives.
Merits for both roles:
- Experience with international donors such as Sida, UNPBF, or the European Union.
- Familiarity with Liberia’s gender equality and civil society landscape.
- Demonstrated belief in and commitment to women’s human rights and inclusive civil society development.

You will join more than 120 dedicated colleagues at Kvinna till Kvinna, working for women’s rights in over 20 conflict-affected countries. As part of this global team, you will be based in our Monrovia office, collaborating closely with colleagues and partners. Occasional travel within Liberia and internationally may be part of the role.

Terms & Conditions
This position is offered on a local Liberian contract in line with the Decent Work Act of Liberia. Candidates must have the legal right to reside and work in Monrovia in advance.
The position is full-time, one year with the possibility of extension depending on funding, and includes a probationary period. The start date is no later than 1 January 2026.
We offer a standard 40-hour working with 25 working days of annual leave, plus all national public holidays, as well as paid sick leave, parental leave, and other leave entitlements. Employees also receive a wellness allowance and access to a weekly wellness hour.
Kvinna till Kvinna provides pension and insurance coverage, including health insurance for employees and dependents, accident and travel insurance, and contributions to the national social security and pension scheme (NASSCORP). Salaries are paid in USD and reviewed annually.
