Background information

The Kvinna till Kvinna Foundation is a Swedish foundation that supports women civil society organisations (WCSOs) in areas affected by war and conflict to increase women's power, influence and self-esteem.

Kvinna till Kvinna’s strong field presence and cooperation with local women’s organisations through local ownership guides all programmatic work. In addition to support to locally owned projects, Kvinna till Kvinna supports partner organisations in strategic planning, capacity development, advocacy, and networking.

The purpose of Kvinna till Kvinna’s programme in BiH is to increase prioritization of women’s human rights by the government, specifically related to the institutional response to combating and prevention of GBV. 

With this backdrop, Kvinna till Kvinna Foundation is looking for an external evaluator for the programme Supporting Women’s Civil Society in Improving the Institutional Response to GBV in BiH (2018-2020).

Tenders must be sent to Kvinna till Kvinna no later than July 15, 2020.

 

The assessment shall include the following:

  • An assessment of the relevance of the programme goals and design in contributing to desired change on local and national levels.
  • An assessment of the achievement of the project goal and results, specifically regarding the 1) monitoring the response by law enforcement and judiciary and 2) advocacy for an efficient system to protect victims of GBV and an improved penal policy for domestic violence and 3) providing relevant networking fora for targeted women’s organisations, networks and other allies at national level (specifically regarding issues related to GBV).
  • The role of the programme in strengthening targeted women’s organisations in terms of their cooperation and their role of being watch dogs at local and national levels.
  • An assessment of the sustainability of achieved results and impact of the programme in contributing to improving the institutional response to combatting GBV, including identifying obstacles and enabling factors.
  • An assessment of the effectiveness of the partner organisation’s advocacy regarding the conflict-related sexual violence, including which factors contributed to its success or failure.
  • Provide recommendations and lessons learnt for Kvinna till Kvinna’s programming and methods for future programming. 

Deliverables

  • Work plan including activities, documents to be reviewed and timetable (to be developed in close consultation with Kvinna till Kvinna staff).
  • Draft Evaluation report (including final list of documents reviewed).
  • Final Evaluation report (approximately 25 pages in length).

Required skills and competencies:

The consultant/s should have:

  • University degree, preferably in human rights, international law, gender studies, political science or other related discipline.
  • Extensive knowledge about Gender-Based Violence and Women Human Rights.
  • Familiar with the socio-political context in BiH, including comprehensive knowledge about legislative framework relevant to GBV, gender mechanisms, and women civil society.
  • Experience in conducting external evaluations of international development programmes.
  • Excellent command of English, especially writing skills.
  • Excellent command of Bosnian/Serbian/Croatian.
  • Excellent analytical skills, including ability to analyse policy and political processes.
  • Ability to plan and meet requirements on time.

Kvinna till Kvinna intends to sign a contract no later than August 03, 2020.
