In October 2018, the European Commission published its second annual report on the implementation of its Gender Action Plan (GAP II) during 2017. The report, however, lacked sufficient information about GAP II implementation in MENA countries, making it difficult for EU actors to identify country- and region-specific challenges in implementing GAP II. Women’s rights organizations also lacked information that could enable them to support EU actors in implementing GAP II in their respective countries. 

Therefore, Kvinna till Kvinna (KtK) proposes to conduct an assessment on GAP II based on OECD/DAC criteria in each country to identifying best practices, challenges and opportunities for furthering GAP II implementation, with a focus on women’s rights organizations role.

Tenders must be sent to Kvinna till Kvinna no later than March 27, 2019.



The proposed assessment should provide a credible analysis and a strategic advocacy tool for Women’s Rights Organizations in Jordan, Lebanon and Iraq to influence the work of the EU and EU actors in gender equality in their respective countries. To achieve that the report should:

  • Provide an assessment of the implementation of some of the objectives included in the EU’s Gender Action Plan II (2016-2020) by the EU in Jordan, Lebanon, Iraq using OECD/DAC criteria between 2016 and March/2019;
  • Identify best practices and challenges in the implementation of the GAP II in the selected countries;
  • Provide recommendations/suggestions that optimize the implementation of GAP II and contribute to the future development of GAP III.

Scope of Work:

Under the supervision of KtK regional advocacy officer and KtK EU advocacy Adviser, the consultant shall:

  • Conduct an assessment following the implementation of the EU GAP II for the Mena region, focusing on Jordan, Iraq and Lebanon;
  • Produce concise and high-quality report consists of three case studies that capture the current gender equality context, key challenges, opportunities and how the EU is implementing GAP II to promote gender equality;
  • Provide a set of concrete recommendations for each case study that strengthen the implementation of GAP II and contribute to the development of GAP II, focusing on the role of women’s rights organization;
  • Throughout the research and drafting process, the consultant will receive guidance, share regular updates and incorporate feedback from relevant KtK staff.


Work plan including activities, documents to be reviewed and timetable (to be developed in close consultation with Kvinna till Kvinna staff);

  • A first draft of the report will be made available late May 2019 to relevant KtK staff, followed by a seminar to discuss the case studies, the findings and the recommendations, after which comments, and inputs will be consolidated by the consultant before submitting the final draft.
  • A final written report will be made available in 30 June 2019.

Tentative Timeframe

Work plan should be developed by April 2019. Interviews and desk studies during May-June 2019.  Draft of findings June 2019. Final report 30 June 2019. In total 30-40 working days (including seminar to present and discuss results).

Required skills and competencies:

The Kvinna till Kvinna Foundation is looking for a consultant (or team of consultants) to carry out the assignment. If a proposal by a team of consultants is submitted, the role of each consultant should be specified.

  • Hold an advanced university degree (Masters or higher) in international human rights laws, peace and conflict, gender studies
  • A minimum of 10 years of professional experience at national and/or international levels in the areas of human rights and women rights.
  • Has demonstrable knowledge and deep understanding of EU Development Cooperation, EU institutions including the function of EU delegations;
  • Extensive knowledge of gender equality and EU policies and frameworks in respect of promoting gender equality;
  • Extensive experience in policy analysis, report writing including the ability to formulate recommendations based on the findings;
  • Professional evaluation experiences, familiar with DAC evaluation guidelines;
  • Proven experience with quantitative and qualitative social research method;
  • Fluent in English, excellent writing skills in English. Arabic is a plus;
  • Ability to plan and meet requirements on time;
  • Familiar to the Mena context.


Financial framework

The consultant fees shall be specified as fees per day including taxes, social security contributions and VAT. The total budget for the assignment shall cover all the costs, including salaries, travel and per diem and any other expenses related to the assignment such as hiring of interpreter/local team members.

Contracted consultant cannot further subcontract the assignment. In cases where the tender includes a team of consultants, their division of labour shall be presented in advance to Kvinna till Kvinna.
